Thank you for your interest in reimbursement for eligible continuing education through Pasa Sustainable Agriculture. 

Financial Support Eligibility
  • Must be an aspiring, beginning, or established farmer (including retired farmers) interested in learning about and incorporating sustainable practices into your operation, including such things as production methods, agri-business support, land access, or marketing support.
  • Must be 16+ years old.
  • Must reside in one of the following states or territories: 
    • Connecticut
    • Delaware
    • Maine
    • Maryland
    • Massachusetts
    • New Hampshire
    • New Jersey
    • New York
    • North Carolina
    • Ohio
    • Pennsylvania
    • South Carolina
    • Vermont
    • Virginia
    • Washington, D.C.
    • West Virginia
  • Farmers may request financial support for course or registration fees, and if the event is in person, you may also request transportation to/from the event, lodging, and/or meals. 
  • We recommend that, whenever possible, groups carpool and share lodging in order to reduce costs and emissions. 

Non-farmers (e.g. homesteaders, gardeners, and students who are not actively pursuing a career in farming) are not eligible for financial support.


Approval & Timelines
  • Farmers should submit their requests for support and as much supporting documentation (e.g. receipts) on this form.
  • Pasa staff will review the request for eligibility, appropriateness of expense, and accuracy of documentation.
  • We aim to respond within 14 days of receiving the request.
  • Pasa processes reimbursements on a weekly basis, after the request has been approved and all supporting documentation has been received.
  • Please do not submit duplicate requests. That will slow down our ability to respond and process requests.
  • If Pasa does not hear back after three contact attempts and 14 days, we will consider the request abandoned. 
  • Please keep your application # handy and reference it if you have questions.
Cohorts and groups
Sometimes a group of farmers would like to participate in a training, workshop, conference, or event together. This may mean registering as a group to take advantage of a group rate, or carpooling and lodging together to save on emissions and expense. We encourage this!

If you choose to do this, please submit this form once for the whole group, for all related expenses. One submission of this form = one form of payment to one person. We cannot split payment.

The group leader ("the primary applicant") needs to have the names, emails, and phone numbers for all individuals in the group, to complete the form. They will be responsible for any coordination with their group members.

Financial funds come from a variety of sources and require very specific reporting requirements. The three questions below are required for reports and will only be shared in aggregate unless we ask for and receive your specific approval to share info about you and your family as a case study.

Course / Registration Fee

The request will require an additional level of review from Pasa.
In order to be reimbursed, you must upload a receipt showing your name, the event name, and the amount paid. You may upload multiple receipts, if needed.

If you have already registered and paid, you may upload receipts now. If you are waiting to register until you've been approved, then you will be sent a link to upload receipts.

Travel support
You may request either a mileage reimbursement (based on the 2026 Federal Mileage Reimbursement rate of $0.725/mile) or the cost of public transportation (bus or train).

If you are carpooling with others to an event, only one person may submit a request for travel reimbursement.

For mileage, an image of a map showing your starting and ending location is required. Make sure your documentation contains both:
  • visual map containing the entire route
  • number of miles for the ONE WAY trip (you will be reimbursed for the roundtrip)
Tip: Search the route in (Google) maps. Then screengrab or click print (including maps) and save to PDF.

For other transportation (e.g. bus, train), a screen image or PDF of the ticket(s) must be uploaded. Please make sure that the image shows:
  • the full paid cost (including taxes)
  • the starting and ending destination
  • the dates of travel
Groups
If you are in a group and you've collectively decided that one person (the primary applicant) is paying for all transportation costs (e.g. booking all train tickets, or is the driver for carpool groups, etc.) the whole group transporation costs should be added here.

e.g. If the driver needs to go from their residence to another group member to pick them up, add that mileage into your calculation below.

Mileage reimbursement

Mileage reimbursement is calculated as:
one-way miles
x 2 (to account for your return trip)
x $0.725 (the 2026 Federal Mileage reimbursement rate)

Note that Pasa only reimburses tolls at the EZ Pass rate.

Lodging support
You may request lodging support for up to $110 per night. This rate is based on the Federal GSA lodging rate for our region. You may request lodging for each day of the event. (e.g. If it's a two day event, then we can cover a max of two nights of lodging.)

If you are sharing lodging with others, only one person may submit a request for lodging reimbursement.

Supporting documentation must include the following:
  • dates of lodging
  • total price paid, including tax
  • name of at least one group member

Groups
If you are in a group and you've collectively decided that one person (the primary applicant) is paying for all lodging, you should include the entire group's cost here.

Example A:  3 people will share an AirBnB that is $219/night (which is less than the $110 nightly per person maximum).

Example B: 3 people will split between two hotel rooms which comes to $320 total per night (which is less than the $110 nightly per person maximum).

Pasa provides a per diem of $51 per day (per person). You do not need to upload receipts for a per diem reimbursement.

If you are in a group and you've collectively decided that one person (the primary applicant) is buying all meals, you should include the entire group's cost here.

Stipend support
The specific funds that can cover stipends require an invoice as support documentation.
The invoice must include
  • Your name
  • The amount requested
  • The event/reason e.g. "2026 Land Access Workshop"

About USDA Farm Service Agency (FSA) Participation
In order to receive financial assistance from certain sources, a farm needs to have a FSA farm number or demonstrate an interest in acquiring one. If you have not had any prior experience working with the Farm Service Agency, don’t worry! We can help you get started.
